You’re only allowed to keep 8 skills on any given character, so you’ll want to know which Persona 4 Golden Chie skills are really worthwhile.

The Build – Persona 4 Golden Chie Skills
By the end of the game, the build you’re going to most likely want on Chie, out of all her normal leveling skills, her available social link skills and her optional bike skills, is this:

Bufudyne | Evade Fire |
It might be worthwhile to swap Apt Pupil or Auto-Tarukaja for High Counter, but personally I don’t find that to be an improvement. Auto-Tarukaja and Apt Pupil are both nice because they increase Chie’s effectiveness on the first turn against trash mobs, increasing the likelihood you’ll end fights on the first turn.
Chie also learns Ice Boost which you could potentially give to her in place of Apt Pupil. Chie can hit weaknesses with her Bufudyne spell, but she’s not going to be a powerful mage no matter what you do with her. If you want strong Ice Magic, use Teddie.

Social Link Skills – Persona 4 Golden Chie Skills
These are the skills that Chie can learn as she increases her social link (Chariot).

Bike Skills – Persona 4 Golden Chie Skills

For Chie, most of these skills are mostly not useful. Chie already has some competition in her skillset (High Counter, Apt Pupil and Auto-Tarukaja fighting for a spot), and while Hamaon is a decent skill, it doesn’t deserve a spot more than any of those other skills. Bufudyne, however, is a common sense upgrade for Chie’s Bufula spell and it’s the only Ice spell she really needs.
If you have the free time available in your schedule, it’s probably worth taking Chie on 5 bike rides to get Bufudyne on her.
Unique Skill – Persona 4 Golden Chie Skills
Each character’s unique skill is earned when they receive their 3rd Tier Persona. This happens in January when you spend an afternoon hanging out with a party member that has already achieved its 2nd Tier Persona by reaching their level 10 Social Link.
Chie’s unique skill is Dragon Hustle, which increases Attack, Defense, Accuracy and Evasion for all party members. In effect, it’s a party-wide Heat Riser. It costs 150 SP so Chie can usually only use it once per fight unless you equip her with a Chakra Ring.
