You want to make them with the unique Ice Dragon Bones and Ice Dragon Hides that drop from Hakkon. For Masterworks, use a Fade-Touched Silverite on the first one and a Fade-Touched Obsidian on the second.

The best armor for a Rogue in Dragon Age Inquisition is Superior Prowler Armor upgraded with Prowler Armor Arms and Hunter Coat Legs. For materials, you want to use Ice Dragon Hides, Snoufleur Skins, Imbued Tusket Hides and Veil Quartz. For your Masterwork, use a Fade-Touched Plush Fustian Velvet. As a Dual Wield Rogue, you want The Eye That Weeps, which provides +10% Attack. It’s part of a set and if you wear the other accessories in the set you get an additional +10% Attack Speed and +10% Movement Speed.
