You want to make them with the unique Ice Dragon Bones and Ice Dragon Hides that drop from Hakkon. For Masterworks, use a Fade-Touched Silverite on the first one and a Fade-Touched Obsidian on the second.

For materials, you want to use Ice Dragon Hides, Snoufleur Skins, Imbued Tusket Hides and Veil Quartz. For your Masterwork, use a Fade-Touched Plush Fustian Velvet.
